Summit: Is what works the issue?

The "what" means to me the total management ,application, utilization and the manifestation of the subject matter for consideration which makes up the question, whether it works or not. The human touch is very necessary and important for any system to work to the satisfactorily evaluation.

If we decide that a system for action will work, it depends on the way it is employed.
The biggest gain is realized when what is expected works to expectation through human endeavor and action, efficiently.
